Program guidelines
Residential:
1. Applicant must be a current City of Flagstaff water meter customer.
2. Installation of single-flush toilets must be 1.1 gallons or less per flush or less.
3. Dual flush toilets do NOT qualify for this rebate incentive.
4. All toilets must be EPA WaterSense® certified.
5. New toilets must have a lower gallon per flush volume than existing toilets they are replacing.
6. Submit the following:

Completed, signed, and dated application

Legible photo or electronic copy of receipt for new toilet(s)

Clearly labeled photo(s) of old toilet(s) along with either date stamps of their inside tank manufacture date(s) or the printed gallon/flush quantity

Photo(s) of newly installed toilet(s)
Commercial:
1. Applicant must be a property owner or representing the property owner, and a current City of Flagstaff water meter customer.
2. Installation of single-flush toilets must be 1.28 gallons or per flush, and urinals 0.125 gallons per flush or less.
3. Dual flush toilets do NOT qualify for this rebate incentive.
4. All fixtures must be EPA WaterSense® certified.
5. New fixtures must have a lower gallon per flush volume than existing fixtures they are replacing.
6. Rebates are limited to 50% of the cost of the device excluding labor, tax, shipping, and other costs. See other program funding limitations at Flagstaff.az.gov/commercialrebates.
7. The project must be completed in one calendar year.
8. Water conservation staff must deem the project eligible and within the scope of the existing business process - conversion cannot be a change in business type or product type.
9. Schedule a virtual or in-person pre-inspection with Water Conservation staff by calling (928) 213-2116 or emailing Savewater@flagstaffaz.gov
10. After the pre-inspection, submit the following:

11. Schedule a post-inspection to receive rebate.
Program guidelines

1. Applicant must be an active City of Flagstaff water meter customer, and have a water meter on site.
2. System must consist of new tanks.
3. System must collect a minimum of 1,000 gallons.
4. Schedule a virtual or in-person pre-inspection with Water Conservation staff by calling (928) 213-2116 or emailing Savewater@flagstaffaz.gov.
5. After the pre-inspection, submit the following:

Photo or electronic copy of receipt for the tanks

Photo of tanks installed on property
Program guidelines
1. Applicant must be the property owner or representing the property owner, and a current City of Flagstaff water meter customer.
2. Applicant must use water currently to maintain and irrigate a lawn. No rebates are issued for converting plant-less landscapes to a low water landscape yard.
3. Rebate is calculated at $0.25/square foot. (Note: If your residential rebate totals $600 or more during a calendar year, it may be considered taxable income by the IRS. Contact a tax advisor for additional details.
4. At least 50% of the converted lawn must be replaced with low water use plants, which are also ideally native.
5. Only one low water landscape rebate is allowed per residential site. Large commercial sites may submit up to three (3) rebates if they need to remove the lawn in stages.
