$75 per residential toilet

Program guidelines

1.  Installation of single-flush toilets must be 1.0 gallons or less per flush 
2.  Dual flush toilets do NOT qualify for this rebate incentive. 

3.  All devices must be EPA WaterSense® certified

4.  New toilets must replace an existing toilet that has a higher flush volume than the new toilet

5.  You must be a current City of Flagstaff water meter customer
6.   Submit the following:

  • Completed, signed, and dated application

  • Legible photo or electronic copy of receipt for new toilet(s)

  • Clearly labeled photo(s) of old toilet(s) along with either date stamps of their inside tank manufacture date(s) or the printed gallon/flush quantity

  • Photo(s) of newly installed toilet(s)

Rainwater Harvesting Tank Rebate


Up to $100

Program guidelines

  1. Applicant must have an active water account and a City of Flagstaff water meter on site

  2. Rebates are processed on a first-come, first-served basis.  Once funds are exhausted, no rebate can be awarded.

  3. A pre-inspection must be completed before being approved for a rebate

  4. System must consist of new tanks

  5. System must collect a minimum of 1,000 gallons

  6. Rebate will be issued after the system is installed and has been inspected and approved by a City of Flagstaff Water Conservation representative

  7. Submit the following:

  • Completed, signed, and dated application

  • Photo or electronic copy of receipt for the tanks

Low Water Landscape Rebate
$0.25/square foot

Program guidelines

1.  Applicant must be the current property owner and have an active City of Flagstaff water account.
2.  Applicant must use water currently to maintain and irrigate a lawn. No rebates are issued for converting plant-less landscapes to a low water landscape yard.
3.  Rebate is calculated at $0.25/square foot.  (Note: If your residential rebate totals $600 or more during a calendar year, it may be considered taxable income by the IRS.  Contact a tax advisor for additional details.)

4.  At least 50% of the converted lawn must be replaced with low water use plants, which are also ideally native.

5.  Only one low water landscape rebate is allowed per residential site.  Large commercial sites may submit up to three (3) rebates if they need to remove the lawn in stages.

6.  Submit the Following after completing the Pre-Removal Inspection with a Water Conservation staff:

  • Completed, signed, and dated application

  • Proposed site plan with each plant’s location

  • Water Calculator spreadsheet for intended plant water requirements during establishment and post-establishment periods
